On B2C orders where the customer was only liable for partial freight charges (because the rest of the order was offset by discount or gift card, for instance), PayPal would still charge the full freight amount. This was due to the way PayPal calculated discounts and freight.

CSS has now been updated to behave differently when sending itemised charges to PayPal, resulting in the correct Balance Due amount.
